the WiFi router is in the same room. No needs to have 100mW on iOS device because it "kills" battery very much, so 4mW-10mW is really enough -> it helps to "be online" much often. Is there any "tweak" or software that can set up WiFi power consumption?

Most likely, yes.

But, it will definitely be counted as "homebrew" and not supported by Apple.
