Reading this Hacker News post somehow the poster knew that bzip2 was the right compression to use for a .csv of Zip code info.

My question is, how did rbanffy know? Is there some intuitive way, beyond what Wikipedia says, to describe what kinds of things bzip2 is good at compressing vis-à-vis the alternatives?

I think you're reading too much into that response. It's not that bzip2 is the ideal compression method for a csv of zip code data, ANY file compression program like gzip, zip, bzip, rar, etc would work just fine.

bzip2 generally gets better compression, at the tradeoff of higher cpu cost, so for small files like the one in question, anything would be fine.
