I'm currently running multisites in WordPress, and I'd like a user, when visiting domain.com to be directed to either city-x.domain.com or city-y.domain.com depending on which they are closer to depending on their rough location (IP address is close enough). Is this possible, and if so, where would I put the code?

You can implement at the webpage level whereby you detect the country of the visitor based on their IP address, and redirect the navigation to your wanted URL.

For example, web service example from www.fraudlabs.com

$ip=$_SERVER['REMOTE_ADDR'];
$license=<YOU CAN REGISTER TO GET THE FREE LICENSE KEY>
$wsdl = "http://v1.fraudlabs.com/ip2locationwebservice.asmx?wsdl";
$client = new SoapClient($wsdl);

$result = $client->IP2Location($parms);
if ($result->COUNTRYCODE == 'ca')
    //Route to Canada
else if ($result->COUNTRYCODE == 'de')
   //Route to Germany
