I wrote a function which supplies daylight saving time information for any date. But it works only for the local time zone.

  • Is there a way to make it universal?
  • Is it correct at all or are there any pitfalls I haven't thought of?

With daylight saving time information I mean:

  • DST is off
  • DST is on
  • DST changes from off to on
  • DST changes from on to off

The function is:

This function seems to work with my testcases on Windows (Visual Studio 2010) if I don't set the timezone explicitly. The testcases are:

The result is:

But if I uncomment the lines _putenv and _tzset I get the result DST for every testcase (probably because we have DST right now).

  • How to make it universal (correct results after using _putenv and _tzset?
  • Are there any pitfalls, I haven't thought of?

One pitfall is potential changes. I wouldn't bet anything on October 2013 without first checking any pending legislation in the affected area... –  Bo Persson Sep 10 '12 at 15:19
