Our charter school is being asked to acquire a Polycom, Cisco, or compatible tele-conferencing system costing about $15,000. We would rather spend our money elsewhere.

Do there exists much cheaper PC/Mac based applications that can inter-operate with these expensive systems?

Check out Spranto as a low-cost client for PCs and the GNU Gatekeeper as a free management alternative. Both support the H.323 protocol and are compatible with the high-end telepresence systems.
