When I try to run it with Java1.7.0_06 and newer, I get an exception :

Try searching the bug DB/ raising a bug. But be sure to check the JNLP using JaNeLA first. –  Andrew Thompson Sep 12 '12 at 22:33

It feels strange that your application-desc element is empty.

According to the jnlp-secification it must contain the attribute attribute main-class.
