Does anyone here know how I could go about writing a packet scheduling program? I've heard you can get expensive switches which can throttle traffic, but I'm interested in doing this from a software/low budget direction.
Basically I'd like to write software, to run on a router or even a single pc, that could prioritize packets coming in and going out. It could do this based on internal IP, external IP, or protocol. So, for instance, if I were streaming video or downloading files, I could give those packets a lower priority than packets from skype.
Anyone know how I'd go about this?
EDIT: Ideally in Windows, and if possible in C#.
