I get this error in my code :Multiple annotations found at this line:the value following version in the xml declaration must be a quoted string

XML wants normal ASCII quotation marks (' or ", U+0027 or U+0022) around attribute values and around the pseudo-attribute values in the XML declaration. Your document is using U+201D and U+2033 (right double quotation mark and double prime, respectively) instead.

Looks as if you are using an editor that is trying to be helpful and provide 'smart quotes' (though its choice of Unicode code points may be tactfully described as "eccentric").
