have any one encountered this bug in an non-RAC environment, we now have the same symptoms, in the descrition of this bug said affected RAC ?

people here don't have access to Oracle's bug database. I did just a little bit of googling and I found what the bug is, but you should format your question better if you want to get good answers. –  Pablo Sep 19 '12 at 2:46

You'll probably have to contact support to be sure. But if you're worried about this, why not just apply the patch referenced in the article? –  jonearles Sep 19 '12 at 4:29
