The issue is related to web hosting. My question is, does nowadays every server in the world has the ability to PHP?

No, you should always check in hosting specific if it's possible to run php files. Anyway a great part of servers support PHP by default.

Most Linux hosting services will offer PHP, but definitely check into it before buying anything. A lot of Windows hosting won't come with PHP out of the box, but if you have a server (or virtual server) that you admin, you can always install it on IIS or Apache.
