Is there a Java library that gave a geographical (latitude, longitude), a radius and a number, returns an array of points that describe the geographic area that surrounds a given point at a distance provided?

The Maxmind's GeoIP library has a database for geographical informations and their Java API has a distance method to calculate a geographical distance between two locations.
