The first parameter is a time in hours, the second parameter is a time in minutes (between 0 and 59, inclusive), and the third parameter is a time in seconds (between 0 and 59, inclusive). Return the combined time as a float value.

to_float_hours: (int, int, int) -> float

float_to_hours(0,15,0) 0.52

how I can get this 0.25 what is the body of this function return(?) thanks in advance

Pretty simple:

def to_float_hours(h,m,s):
    return h*1.0 + m/60.0 + s/3600.0
