When you're using the apache webserver you can add the following bit of configuration to the server config or an .htaccess file:

<IfModule mod_deflate.c>
     <LocationMatch "\.(css|js|x?html?|php)$">
         SetOutputFilter DEFLATE
     </LocationMatch>
</IfModule>
