  • Task assignement and monitoring
  • Mapping features/tasks/bugs/code
  • Statistics
  • Email notification

Sounds like you want a full issue/bug tracker rather than an Eclipse plugin. If you really do insist on an Ecilpse plugin, you could still find one that integrates with Bugzilla or Trac. Check out Mylyn

If you really need the statistics and task assignment, then the commercial version of Mylyn is necessary, which is called Tasktop Dev.

You need to use a dedicated Task / work item authorization software, if you are on budget try bugzilla. I personally recommend JIRA. You can use mylyn to integrate with eclipse.
