i have used code for importing csv file in database , but how to read that file data and display it

in drupal 7

i have used following code for importing csv file

this code works fine for uploading file to particuler folder and in database with table file_managed but problem is , after uploading how can i diplay that Csv file data and insert that data in new table in database ?

You can use the Feeds module that allows for importing CSV files. Feeds normally creates nodes out of imported data, so what you'll get in the end is a bunch of nodes with each corresponding to a row in the CSV file.

If you want to import data into a custom table, you can use Data in conjunction with Feeds. On the project page it says:

You can use Feeds to import RSS, Atom, CSV or OPML files into data tables.
