I have a string ["xx.xx.xx.xx"] I want it to only return what is inside the quotations.

You can use a regex with a capturing group:

if (preg_match('/\["(.*?)"\]/', '["xx.xx.xx.xx"]', $matches)) {
  echo $matches[1];
