I am writing an IOS app, which shows youtube videos.I want to save the video thumbnails in device. Does it violate youtube TOS?

I guess if you respect the Cache-Control headers, you are safe. The small and medium thumbnails both send Cache-Control:public, max-age=21600 –  Jan Dvorak Oct 18 '12 at 5:03

As an HTTP client, you should respect the Cache-Control HTTP header. If you receive Cache-Control:public, max-age=21600, that means you may cache the thumbnails you receive for six hours (21600 seconds), after which you should revalidate before usage. If you exceed max-age, you may still send if-modified-since. If you receive 304 not modified, you're probably good for another six hours.
