I know this question might be a duplicate one, but I couldn't really find what I want.

I am trying to create a magazine on iPad with video/audio and I want this magazine to be offline mode.

Is there a tool to achieve this?

I would take a look at the 'iBook' author tool released by Apple, it's free on the 'Mac App Store' and it allows you to create interactive books and similar content like magazines I would assume as well as being able to deploy to iPad. I don't believe it needs any programming either.
