With the following command [0xFF, 0xCA, 0x00, 0x00, 0x00], i am able to read the UID of the card using python language.

I am interested in writing the data in the access bits region.

Can anyone help me out in this, by guiding me writing data in the HID iClass contactless cards.

I am using HID Omnikey 5321 Reader.

Your question says contact card, but I presume you are indeed talking about contactless? This is a rather localized question, and it's an open question too, what have you tried? Have you tried contacting the vendor? Which libraries are you using? –  Maarten Bodewes Oct 25 '12 at 18:17
I'm closing this as too localized, as iClass seems to be a proprietary protocol. It's unsafe as well, check this paper: openpcd.org/images/HID-iCLASS-security.pdf . That's pretty horrific, even worse than MiFare by quite a margin. –  Maarten Bodewes Oct 25 '12 at 18:38
