My understanding is that the Android OS can be directed to communicate with the Internet by exchanging data through ONE of the 3G, wifi, or USB ports. When tethering, however, incoming data from a port connected to the Internet, e.g. the Android 3/4G port, is directed to flow out through a different Android network port, eg wifi, bluetooth, and USB.

Can one explain how this incoming Internet data is also made available to the Android OS and its apps? Where in the Android code is this "sharing" implemented?

Android tethering acts as a WiFi router, implementing NAT and sending requests through the OS's standard network stack.

In other words, from the OS networking stack's point of view, tethering is just an application that generates normal network traffic.
This "application" (the tethering router) acts as a gateway which receives requests from computers connected through WiFi and sends them down the 4G "wire".
