Ruby as a built-in rdoc cli that will generate html pages from *.rdoc files:

rdoc README.rdoc -o ./tmp/doc

Try rdoc --help for more info.

As an alternative you can use this website to preview RDoc, Markdown, Creole, MediaWiki, ....
