First decide on what database you are going to use to store your data. That will determine what python client driver you will need to find.
For instance, if you decide you are going to use MySQL, you could use MySQL-python or PyMySQL. There are python client drivers for other database such as postgresql, mongodb, redis, etc.
Once you decide on a database, you can also decide on an approach to serving websocket connections to your clients. Tornado is a high performance async webserver, with websocket support.
You can also look at socket.io which is an approach to letting clients connect over many different compatibility layers into the same backend and frontend code. Tornado has an add-on called TornadIO2. Another route is gevent-socket.io. And also ws4py.
What you have is a pretty broad question. So the best advice is to just pick your parts and start the process of getting it to all work together.
