Where do I find the current C or C++ standard documents?

My problem is that I'm missing good features and relying in misbehaviors. I see in a lot of answers here on SO people quoting sections of the C99 or C11 specs.

I have looked on google, but I have found no links to the real specs or what I found happens to be incomplete or from unreliable sources.

Do I have to paid for it?

AFAIK these are basically identical to the approved standards.
