Is there a tool to recognize a barcode and take a photo with a specified area from the barcode? I searched on google but can not find it.

You can use the library from Zxing.

The library is used for scanning barcodes and as far as I know it displays a picture of the barcode scanned. I'm almost sure you can modify the image to display what you want. –  iulia Nov 15 '12 at 11:18
