I'm trying to use the function

regex_replace:'/src="http/':"src=\"{$pageUrl}"

Is there any sign of the negation text?

You probably need negative lookahead:

regex_replace:"/src=\"(?!http:\/\/).*?\"/":"src=\"{$pageUrl}\""
