I tried to install libpng as I need it to run matplotlib in python and I'm getting this strange error.

apt-get install libpng-dev
E: Could not open lock file /var/lib/dpkg/lock - open (13: Permission denied)
E: Unable to lock the administration directory (/var/lib/dpkg/), are you root?

I have spent some time googling the problem and found this

Run this command: sudo mv /var/lib/apt/lists{,july12} sudo apt-get update Then sudo apt-get upgrade

Which I ran successfully, but apt-get install libpng-dev still returns the same error! HELP! PLEASE!

Have you tried using sudo:

sudo apt-get install libpng-dev

installing this library using apt requires you to be root or using the sudo command.
