I want to disable volume control on Linux Mint (ubuntu based).

I found that volume could be controlled with pulseaudio, but I want to disable GUI toggle(s). By disabling I mean set ownership for "volume device" to root => non-root users could not be able to manipulate with volume, respectively their settings wouldn't do anything.

Which "file" represents "audio device" for setting this or is there another way to achieve this?
