why does statement 1 work as expected, meaning it will insert different values into each row. but statement 2 always inserts the same for each parent loop so for each subforeach that executes statement 2 there will be duplicated rows?

It is just a typo. In the second sub foreach I wrote "foreach( $value...)" instead of "foreach( $subval...)". I hate myself now -.-
