I can't figure out what's wrong with this code. It only replaces the {info} shortcode, leaving everything else as is.

Here's the code:

class Compliment_Gen {

  public $madlib; 
  public $madlib_answers;
  public $madlib_line;
  public $new_compliment;

  public function __construct()
    $this->madlib = array("{great} {post}!", "{great} {post}! {thanks}!",

What's going on?

Try as below, because str_replace gives you replaced string so everytime you need replaced value to replace new value. as in your current code, you are replacing your actual statement again and again

$this->madlib_line = $this->madlib[rand(0, count($this->madlib)-1)];
$this->new_compliment = $this->madlib_line;

foreach( $madlib_answers as $seed => $spins)
        $this->new_compliment = str_replace("{" . $seed . "}", $spins[ rand(0, count($spins)-1)], $this->new_compliment );
