I need to use Google Maps API for my android application. Can I use it free, if I want sell my app?

You should note the important exception to the T&C:

9.1.3 Examples ....

(b) You can charge a fee for your Maps API Implementation if it is an Android application downloadable to mobile devices from the Android Market.`

The last time I checked, Google maps was not free for commercial use. You can also contact them for licensing details, and they will give you pricing.
