I've been stuck at a little thing for a while and thinking you guys could help me out. Here is the screenshot of the relationships of my Database. enter image description here

Now the problem is with the tbl_Structure table. The table isn't storing data like it should. It has 2 primary keys. Now for example I save.

One row
ScaleNo   1.1 
FacultyID Teacher 

Second row
ScaleNo 1.1
FacultyID Ancillary

I mean this should work. But an error pops saying: "The changes you requested were not successful because they would create duplicate values in the index, primary key, or relationship. Change the data in the field or fields that contain duplicate data, remove the index, or redefine the index to permit duplicate entries and try again."

Then I viewed tbl_Structure in design view and changed the ScaleNo and FacultyID property to duplicates allowed. Now any relationship between ScaleNo in tbl_structure and any other table becomes indeterminate.

Can anybody tell me how this problem could be solved ??? If there is any question about the database please ask me .

From the first message, I think it may be a good idea to fundamentally rethink your design. If you had primary keys and your updates could have led to duplicates, which was valid in your eyes, it seems to indicate that the database design may have a fundamental flaw. –  RonaldBarzell Nov 29 '12 at 14:01

Well, a good design depends on what you are trying to do, and only you can know that. The best I can do is give you some guidelines or point you to best practices. You could also post another request here explaining in detail what you are trying to accomplish, what you have tried and see what the others say about recommended designs. –  RonaldBarzell Nov 29 '12 at 14:10
tbl_structure is used for storing salary structures of employees. The thing is that for example An employee of FacultyID = Teacher could have a ScaleNo of 1 AND An employee of FacultyID = Ancillary could have a ScaleNo of 1 The data stored for each of them would be different. This is what tbl_structure is for. –  Waqas Ali Nov 29 '12 at 14:21
I would recommend you do some web searches for examples of employee table designs. You should see some ideas that may help you, and you can decide if those samples are applicable to your case. –  RonaldBarzell Nov 29 '12 at 14:52
