Is there any programming language which has dynamic types, implicit types conversion, user defined types (and allows implicit conversions of this as well) and NO floating point arithmetic?

Different languages are written for various purposes. For instance, you wouldn't write a chess engine in R, but you wouldn't do data crunching in Lisp either. There are always trade-offs in every case.
