Can we block the user from installing non market third party applications?

Since I know there is a setting in the settings for installing third party apps, but I want to block that permanently.

Is it possible to block that through source code modification? Actually I just want that user can't install third party application. Can we permanently unchecked the option for that?

You won't like the answer, but you can't do that unless you have system privileges -- such as a custom rom with PackageManager disabled or modified.
