My application is not visible to many tablets in google play. including my Samsung Galaxy Tab 2. That may be happening? I think that the problem can be a PDF reader that I use with native code.

if you are think problem is by phone permissions then <uses-feature android:name="android.hardware.telephony" android:required="false" /> in AndroidManifest.xml then your appliction work on all devices –  ρяσѕρєя K Dec 5 '12 at 12:37

Maybe the problem is this line, as many tablets don't have phone capabilities:

android.permission.CALL_PHONE

I'm pretty much sure. Try to modify the manifest and upload the apk again. Don't need to publish it to see how many devices are compatible with your program. –  Adrián Rodríguez Dec 5 '12 at 12:38
