I need to make an associative array that contains the people's last name as the key and and numerical array (0,1,...) as the value that contains the first name, city and age of the person. I normaly know what to do when it's a 2 level array, but since it's an array in an array, i'm having some problem.

I have tried many things, but this is what i'm trying rightnow:

$tableau = array(
        "Delorme" =>0 => "John",
               1 => "Montreal",
               2 => "58"
        )

You simply forgot an array( for the inner array:

$tableau = array(
    "Delorme" => array(
        0 => "John",
        1 => "Montreal",
        2 => "58"
    )
);

From the PHP manual page on array syntax, multidimensional arrays look like:

$array = array(
    "foo" => "bar",
    42    => 24,
    "multi" => array(
         "dimensional" => array(
             "array" => "foo"
         )
    )
);

var_dump($array["foo"]);
var_dump($array[42]);
var_dump($array["multi"]["dimensional"]["array"]);

You will want to consult the documentation further as well.
