I am trying to create a telnet session to an AIX system and my OS is Windows server 2003. Sometimes the telnet server didn't reponse. Could anyone please let me know the causes of the delayed telnet sessions?

At what layer is the delay? Is it failing to complete the TCP handshake, or is the delay in displaying the login prompt? Likely causes of the latter are reverse DNS lookup and IDENT. –  Barmar Dec 12 '12 at 7:08
    
It had completed the login prompt and for once, it had executed some commands and while again to create the telnet session there is a delay –  Nomi Khan Dec 12 '12 at 7:40
