improving the code for rank of a palindrome formed using only the digits 0,1,8

Can anyone please help me make this code better(It's already working, but is slow) or suggest a better algorithm(I'd be happier if someone improves this code as I've spent a lot of time on this)? I am calculating the number of palindromes containing ONLY the digits 0,1 and 8 between two given numbers lo and hi (0 <= lo <= hi <= 10^44). A brief outline of the functions I used :

1. intermediate(int n)--calculates the number of such n-digit palindromes (using permutation logic, works fine).
2. rank1(char s[],int len)--calculates the rank of the largest palindrome(having 0,1,8) less than or equal to the integer stored in array s (of length len) [with 1000..0001 ('len-2' zeroes) having rank 1] . E.g.:rank1("879",3) returns 5 as:
• 101-->rank 1
• 111-->rank 2
• 181-->rank 3
• 808-->rank 4
• 818-->RANK 5

(You see it considers only 'len'-digit numbers while calculating the rank.)

The problem is rank1("999...999",44) [44 times '9'] returns the correct result but it takes full 2 minutes, whereas each test-case(a lo-hi pair) can take not more than 10 seconds, which means rank1("999...999",44) [44 times '9'] should take at most 5 seconds. So, please help me out, thanks!
