Is it allowed to have more than one developer account on google play?

I would not see why not. I would believe that you can have more than one developer account on Google Play. For instance what if you own two companies and both of them are centered around Android app development, then you would preferably need two developer accounts.

I don't know if it is possible, but if you run into problems. You can also create a developer account with another email address and then give your first email address all rights. That way you can still control everything with your first email address.

I haven't tried this yet, but I think this would also be a solution..
