here is my scenario

I have an script that issues curl POST requests through server 1; with code similar to this

    curl_setopt ($bizch, CURLOPT_URL, $biztorrentsurl);

    curl_setopt ($bizch, CURLOPT_POSTFIELDS, "username=seru&password=passwords&login=Log+in");
    curl_setopt ($bizch, CURLOPT_USERAGENT, "Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.1.6) Gecko/20070725 Firefox/2.0.0.6"); 
    curl_setopt ($bizch, CURLOPT_TIMEOUT, 60); 
    curl_setopt ($bizch, CURLOPT_FOLLOWLOCATION, 1); 
    curl_setopt ($bizch, CURLOPT_RETURNTRANSFER, 1);
    curl_setopt($bizch, CURLOPT_PROXY, $proxy);
    curl_setopt($bizch, CURLOPT_COOKIEJAR, 'cookies.txt');

now what I usually do is go to something like http://spys.ru/proxylist/ and find an http proxy to sub in for SERVER2INFO;

the obvious downside to this is that alot of their proxys have downtime so now I have another server that I control I want to tunnel through and use as the proxy;

what do I need to setup this server to handle the requests?

all you had to say was "how do i make a proxy server?". it depends on how complicated you want to make it. If you know exactly how it will be used it can be quick and dirty. makeuseof.com/tag/create-online-proxy-server-minutes –  Marshall House Dec 25 '12 at 6:07
