In my project, I want to send e-mail through SQL Server that users which last log in date exceeded 7 days.

Then you will have a server-side script to do so. Fetch data from SQL server ( or MySQL? ) and use the mail function of your script. –  Raptor Dec 31 '12 at 10:12

You can use SQL Server's Database Mail feature, here's a useful article on how to configure Database Mail: SQL Server Database Mail
