I saw a beautiful user manual some Apps.There,when user enters to a new page,most of it's surface is gray,except of an area that user must be click it.Also,here user sees some hints.For example like this image:

When user clickes on lighter area,next hint will be shown,for example like this:

Now my question is:How we can create user manual or user hints,like these?

There's a pretty neat library for that. It's called Showcase View and was created by Alex Curran.

@Paul thank you,but it seems that library needs android4 and my App must be run on Android 2.1.Do you know any library that works on Android 2.1 ? –  Student Student Jan 2 '13 at 6:50

You can also create Dialogs (or DialogFragments), and set the background to something transparent. Then you just place whatever elements you want (as basically an overlay).

Another good library (by Roman Nurik) is for generating wizards, which could be used to walk the user through a set of tasks as an example: http://www.theultimateandroidlibrary.com/resources/209005/ (not exactly what you are asking - Dialogs I think is that answer - but useful for User Manuals as well).
