I want my facebook app to post a pre-defined message to any publicly postable fan page. This will always be on the behalf of the user "owning" the facebook application. So, is it possible for an FB app to get an access token to the user under which the app resides?

I'm using version 3 of the PHP SDK.

Sounds very spammy.

You mean, the developer/admin of the app?

Apps do not “reside under” user accounts. Users can use apps, and how to get access tokens for users using an app is described very detailed in the docs, https://developers.facebook.com/docs/technical-guides/login/
