SQL - retain ordering based on the query params

I need get rows in same order as values in IN statement. For example:

SELECT ID FROM tbl WHERE ID IN (2,3,1);

returns:

1
2
3

But, I need:

2
3
1

 SELECT ID FROM tbl WHERE ID IN (2,3,1)
 ORDER BY DECODE(ID, 2, 1, 3, 2, 3)

The DECODE is used to assign each value a sort order to ORDER BY (2 => 1st, 3=> 2nd, others 3rd).

If your list is dynamic you can use a pipe row function :

create or replace type TYPEA as object (
x_ number, 
y_order number 
);
CREATE TYPE TYPEAS AS TABLE OF TYPEA;
CREATE  type arrayNumber is table of NUMBER(30) ;

in header of package (name = PKG_NAME) :

FUNCTION gen_numbers(n in arrayNumber) RETURN TYPEAS PIPELINED ;

in body package :

 FUNCTION gen_numbers(n in arrayNumber) RETURN TYPEAS  PIPELINED
IS
 ligne TYPEA := TYPEA(1,1) ;
BEGIN
 for i in 1 .. n.count
 loop        
    ligne.x_ := n(i) ;
    ligne.y_order := i ;
    pipe row(ligne);
 end loop;
RETURN  ; 
END ;

----- to call :

 select * from   TABLE(PKG_NAME.gen_numbers( arrayNumber (2,3,1) ) ) dummy 
where 1=1 
order by y_order
;

or with a join here using oracl system table all_tables for the example :

select sample_size from all_tables
,TABLE(PKG_NAME.gen_numbers( arrayNumber (2,3,1) ) ) dummy
where sample_size = dummy.x_ 
order by y_order

;

i get : 2 2 2 3 3 3 3 3 1 1 1 1 1 1 1

Please check SQL Select Certain Value First:

SELECT ID FROM tbl WHERE ID IN (2,3,1)
ORDER BY CASE WHEN ID=2 THEN 1
  WHEN ID=3 THEN 2
  WHEN ID=1 THEN 3 END;
