I have textarea with overflow: hidden; style.
But, whenever I press on the up/down arrows, the textarea scrolls a bit.
Is there any way to disable this scroll?

You can wrap the textarea in a div wrapper, like so:

<div class="textarea_wrapper"><textarea spellcheck="false" class="draggable"></textarea></div>

Then, set the CSS of that wrapper to the CSS you had for the textarea, and for the textarea add a line-height equivalent to the height of the wrapper div:

.textarea_wrapper {
    border: 1px solid black;
    width: 160px;
    height: 60px;
    font-size: 65px;
    background-color: transparent;
    color: inherit;
    display: block;
    line-height: 1;
    min-width: 30px;
    overflow: hidden;
    resize: none;
    text-transform: uppercase;
    white-space: nowrap;
}

textarea {
    font-family: inherit;
    font-size: 65px;
    line-height:60px;
    width: 160px;
}
