My Chrome extension currently allows users to track interactions they have with other users by submitting a form built into the extension.

Example: User 'A' opens extension, adds the name of user 'B' to a form, and submits. The interaction is tracked in a mysql db.

Is it possible to alert person 'B' whenever person 'A' submits the form? Ideally a notification would be pushed and a number badge would appear on the extension icon for person 'B'. Alternatively, it could also check every few minutes and send person 'B' an alert if there is any new submission. Less ideally, it could send an email whenever the form is submitted.
