Please help me find a good mobile framework for js/HTML/CSS

Everyone that i've been able to find wants to make my mobile website look like an app. I don't want that. I'm looking for something that has widgets for nav.. Scrollers.. Common things by also lets me just write some HTML and CSS for my content. Can we make this development more like HTML/CSS then java/.net?

How are people out there creating designed landing pages in something like sencha? I work for a retailer... We need to create some "marketing pages" alongside widget driven pages.

Some pages are pixel perfect layouts that would need to scale to different resolutions... While others require a fluid layout to take advantage of extra space.

How are people out there handling these type of requirements?

jquery mobile is a usefull framework. :) –  judgement Jan 16 '13 at 8:20
Sencha's frameworks are specifically designed for building apps... so if you're building a mobile website (not a mobile app), then Sencha Touch is probably not what you should be using. –  arthurakay Jan 16 '13 at 18:17
