I am new in programming. I only know c and python basics. But i want to make a new programming language, compiler and interpreter for other language (Bengali). So which skills should i acquire first and which programming languages should i learn for this? If possible referred me some books please.

I think your first skill should be to learn half a dozen different computer languages, so you understand what makes languages interesting. (It isn't the syntax, usually).
Proposing a new langauge for the sake of a new language is a waste of everybody's time, including yours; can you explain what's wrong with the ones you know?
You need good background in compiler technology, best learned from people that do it with the materials they suggest; there's a lot of very good material. You can do it by yourself, but few people really do. See the Aho/Ullman/Sethi book on Compilers. If you know that material, you might be ready to design/implement a new language.
