I need to develop an iphone app that works similar to a barcode scanner, except that it would take a photo once the camera is focused on an 8.5x11 sheet of white paper.

I looked in to moodstocks but i don't think it would fit my needs.

The app should have a rectangular marker on the screen, once the white paper fits the screen, a photo will be automatically taken.

Please suggest what ios SDK i need to use to achieve output i need.

Have a look at the zxing ios library. It's a QR/barcode scanner and it's open source so you can potentially tweak it to fit your needs.
