Eventually? That there is a "minimum supported phone" value of Windows Phone 8 on the MSDN page you linked suggests that Microsoft plans on implementing it eventually, but probably not until they further open the system to developers (cf Windows Phone 7 versus 7.5).

For now, if you need the functionality that Launcher.LaunchFileAsync offers, you may simply be out of luck as it seems apps are still more or less restricted to their own isolated file stores anyway.
