There are many Root CA's offering free SSL web certificates.

These are some of them, but not limited to:

Many others also offers free trial certificates. One thing to keep in mind is that not all of them are part of the list of trusted root CA's on older operating systems. For example, OOB Windows XP does not have StartCOM in their list of trusted CA's, they were added later on (in service packs or updates)

Yes, you are not locked down. If you are unhappy with a provider, just change to another one. Of course, you will have to update your web server with a new certificate. – Magnus Jan 22 '13 at 16:38
